At a time when public power was most needed, society witnessed lack of coordination, neglect and negligence. With the population left to its own devices, the work of NGOs, collectives and community organizations was fundamental in minimizing the effects of the health and social crisis that has severely impacted the poorest population.

Solidarity networks activated in this context have enabled the distribution of basic food baskets, hygiene materials and masks, in addition to carrying out awareness campaigns, combating fake news and other forms of support. They are community organizations, NGOs, collectives and social leaders who know the reality of neighborhoods and favelas and who work together to solve local problems and demand public policies. Strengthening and supporting the work of these groups must be a priority during and after the crisis.

It is also essential to highlight the role of philanthropy during the crisis, which mobilized resources from different sources to support different initiatives to combat the pandemic. The Brazilian philanthropic ecosystem is very diverse, and the Philanthropy Network for Social Justice (RFJS), an actor belonging to this field, brings together different independent funds, donor organizations (grantmakers), serves the purpose of promoting and diversifying a philanthropic culture in Brazil that guarantees and expands resources for social justice with a focus on human, racial, gender, socio-environmental rights and community development.

A Casa Fluminense is part of the Network and seeks to develop its support program through the exchange of experiences with other members. During the COVID-19 pandemic, the Network was a support and articulation point for member organizations to exchange information about emergency support strategies, common challenges in project management and the production of shared knowledge to face the crisis.

In 2020, the Casa Fluminense Fund launched, also with the support of the Network. O Rio 2030 Agenda Notice. This call aimed to strengthen community actions and the monitoring of public policies promoted by collectives, movements and organizations in the metropolitan periphery of Rio de Janeiro. The call supported 20 initiatives, 15 projects worth 10 thousand and 5 projects worth 7 thousand reais, totaling 185 thousand in direct donations.

The diversity of supported initiatives reflects the different forms of action that local groups develop to respond to structural and emergency problems experienced in communities. To this end, it distributed, on average, 400 hot meals every week on Sundays and at the end of 2020, it distributed 30 kits to pregnant women who are supported by the movement. Furthermore, it consolidated the partnership with the Small Farmers Movement (MPA), which provided vegetables and fruits every Sunday, from October to December 2020.

SAAF Socio-Educational and Cultural Development Project – Located in Vila Kennedy, west of Rio de Janeiro, the coordinators of the initiative identified that children in the community had great difficulty reading and understanding basic texts. The children's guardians, most of them mothers, also had difficulties with reading and were unable to help them with their schoolwork, which became worse in the context of the pandemic and online classes. Given this scenario, they donated children's books and accompanied the children with literary and collective reading workshops with their families. 250 books were delivered to 50 children, which indirectly impacted another 100 children. A differentiator of the project was the racial theme for all the books delivered, encouraging greater reflection among families about Black Consciousness Month.

Permanent Popular Forum of Japeri – The idea of building a public policy agenda for the municipality of Japeri, in Baixada Fluminense, began in the Public Policy Course organized by the Mobiliza Japeri Association with the support of Casa Fluminense It's from Casa Socioambiental Fund. With institutionality, it was possible to structure and consolidate the organizational policy, the organization chart and hire, albeit on a punctual basis, service providers for the administrative, project and communication areas. Three lines were defined: (1) Structuring civil society organizations, with support for formalizing and opening CNPJ; (2) Preparation and defense of Local Agendas for public policies for peripheral territories; (3) Production of Local Solutions by the organizations themselves, focusing on food security projects, cultural production and job and income generation.
